Greek construction firm Aktor is significantly strengthening its position in Romania’s rapidly expanding infrastructure sector, aiming to secure projects worth a total of 4 billion euros ($4.3 billion), company officials have announced.
The ambitious goal follows the firm's recent completion of a major section of Bucharest’s Southern Ring Road.
Aktor recently delivered the third section of Bucharest’s Southern Ring Road A0 Sud, a substantial project with a budget of 305 million euros ($330 million).
The new 18-kilometer (11-mile) stretch of motorway, featuring four major bridges, 46 technical structures, and six overpasses, is designed to ease traffic congestion in the Romanian capital. Constructed for speeds up to 140 kilometers per hour (87 mph), it incorporates 260,000 tons of asphalt, 620 LED lights, and advanced Intelligent Transport Systems.
The completion of this section is expected to significantly cut travel time between highways A1 and A2, allowing tens of thousands of vehicles to bypass Bucharest daily when traveling west from the port city of Constanța, yielding both environmental and operational benefits.
Beyond roadworks, Aktor Romania is preparing to bid on a major upcoming railway project valued at 1.8 billion euros ($1.95 billion), aiming to participate through a joint venture. In total, the company plans to compete for three railway and two road projects with a combined budget approaching 4 billion euros. Aktor’s Romanian subsidiary, part of a leading Greek group, has operated in the country for over two decades and employs more than 700 workers. Its current backlog of projects stands at 880 million euros ($953 million), reflecting a dominant presence in strategically important railway infrastructure.
Among its flagship projects is the 507 million euro ($550 million) modernization of the Brasov–Simeria railway line, specifically the Apata–Cata section, which features two twin tunnels measuring 6.9 and 5.1 kilometers (4.3 and 3.2 miles).
The project utilizes four tunnel boring machines simultaneously, a first for Romania and a rare feat in Europe, with 38% progress recorded as of April 2025. The company is also involved in the Brasov–Sighisoara railway works spanning 84.4 kilometers (52.4 miles), with a budget of 272 million euros ($295 million) and 30% completion. Additionally, Aktor is working on the Ilteu–Gurasada segment on the Border–Curtici–Simeria line, valued at 159.5 million euros ($173 million), which includes tunnels and bridges.
Aktor further holds framework agreements for maintaining the Bucharest–Constanța railway line, valued at 186 million euros ($202 million).
Romania has emerged as one of the fastest-growing economies in the European Union, with its GDP per capita rising from 45% to 79% of the EU average over the past 15 years. Foreign investments have quintupled, and the country now leads Central and Eastern Europe in the absorption of EU funds. Romania plans to invest 18 billion euros ($19.5 billion) in transport infrastructure, 11 billion euros ($11.9 billion) in energy and climate projects, and 16 billion euros ($17.3 billion) overall in the energy sector by 2030.
Aktor aims to play a key role in Romania’s transformation by leveraging its expertise in complex infrastructure projects that promote European integration and sustainable development.
