Greece Moves to Ratify Major Offshore Energy Deals with Chevron and HelleniQ

Greece is poised to finalize landmark energy agreements this week, as Parliament moves to ratify exploration and exploitation contracts with global giants Chevron and HelleniQ Energy for high-potential blocks south of Crete and the Peloponnese.

The legislation, described by government officials as a "national priority" for energy security, underwent a final committee review this week.

A full parliamentary vote is scheduled for Thursday, marking Greece’s most aggressive move in decades to tap into Eastern Mediterranean hydrocarbon reserves.

Stavros Papastavrou, the minister of Environment and Energy, defended the contracts before the Production and Trade Committee, characterizing the development of domestic resources as a critical "national affair" in an era of regional energy volatility.

Under the terms of the deal, the private consortiums will bear all financial risk for the exploration phase.

Aristophanes Stefatos, CEO of the Hellenic Hydrocarbons Management Company, noted that the state incurs no public expenditure.

"If the exploration fails, no public resources are lost. If successful, the framework ensures the state retains the vast majority of benefits, following a national effort spanning 12 years," Mr. Stefatos said.

Anastasios Vlassopoulos, representing both HelleniQ Energy Holdings and Chevron International, told lawmakers that state-of-the-art seismic evaluations would yield "significant benefits" for the Greek public if commercially viable deposits are confirmed.

While the deals received broad support from technical experts for strengthening Greece’s geostrategic position, some industry observers expressed caution.

Konstantinos Stambolis, executive director of the Institute of Energy for Southeast Europe, called the legislation a step in the right direction but raised concerns regarding the lack of mandatory drilling timelines in the current text.

The move comes as European nations continue to scramble for diversified energy sources to reduce reliance on Russian gas, positioning Greece as a potential future energy hub for the Balkan corridor.
