Greece has enacted its first comprehensive regulatory framework for Artificial Intelligence (AI) in secondary education, establishing a binding set of rules to prevent data exploitation and preserve the human element in teaching.
Education Minister Sofia Zacharaki presented the new policy at the EU Education Ministers' Council in Brussels, positioning Greece as one of the first European nations to codify
AI ethics in schools following the adoption of the EU AI Act.
The framework, co-signed by Minister of Digital Governance Dimitris Papastergiou, mandates that AI serves strictly as a pedagogical aid rather than a replacement for educators.
Under the new regulations, AI systems are barred from grading students or evaluating staff.
To prevent the "dehumanization" of learning, assignments cannot be produced entirely by AI, and its use is strictly prohibited during exams unless specifically authorized.
The policy also institutes a ban on generating deepfakes or falsified academic citations.
"We want AI in education, but with rules, responsibility, and always under teacher supervision," Ms. Zacharaki told her European counterparts.
Data privacy serves as the framework's core.
Schools are prohibited from feeding sensitive student information—including names, voices, and grades—into AI systems without rigorous anonymization.
Each school will appoint an "AI Use Coordinator" to oversee compliance, while all approved applications will run through the secure Panhellenic School Network.
The move comes alongside Greece's broader digital safety push, including the "Kids Wallet" parental control tool and a planned 2027 ban on social media for minors under 15.
Ms. Zacharaki emphasized that these measures ensure a "human-centric" transition into the new technological era.
